Preheat oven to 350°F (180°C). Line square pan.
Whisk together baking soda, cream of tartar, stevia, potato starch, and spices.
Add almond meal, quinoa flour, then eggs, oil, vinegar, and enough water to form a batter. Stir in raisins.
Bake 20min. Serve warm.
