Preheat oven to 320°F (160°C). Line rectangular pan with parchment.
Whisk together flour, baking soda, cream of tartar, salt, and spices.
In separate bowl, cream eggs and brown sugar. Add vanilla, oil, almond meal and coconut.
Fold this mixture into the dry ingredients until well combined, then fold in the dried fruit.
Bake 30 min, covering with tin foil midway through baking.
