Preheat oven to 350°F. Line muffin tins. Simmer quinoa and water 10min, covered. Let cool. Separately, mix wet ingredients and dry ingredients together, then combine. Stir in the cooled cooked quinoa, raisins, and chia seeds. Bake 17min.
